Robert Rubin, the US treasury secretary, is making contingency plans for a possible government funding crisis later this month; the word is that he's planning to issue a new tranche of paper - the Gingrich bond, which has no maturity, the Dole bond, with no interest, and the ..... bond, with no principal.
